A historic Massachusetts town revitalizes with smart infrastructure and energy efficiency

Deferred maintenance is one of the most costly challenges facing today’s cities and schools. In Westfield, Massachusetts (pop. 41,301), it nearly led to the demolition of two landmark buildings—City Hall and the Westfield Technical Academy Upper Campus. Faced with rising replacement costs and the risk of losing key community assets, the City took a different path: one rooted in strategic planning, smart funding and sustainable infrastructure improvements.

A data-driven approach to modernization

To better understand its infrastructure challenges, Westfield partnered with Siemens for a comprehensive energy audit of more than 40 municipal and school buildings. The audit revealed significant opportunities to tackle long-deferred maintenance while cutting energy waste.

Armed with this data, the City launched a plan to invest $20 million in energy and infrastructure upgrades across 18 buildings between 2012 and 2013. Major improvements focused on mechanical systems, a city-wide energy management platform and the preservation of two key sites that might otherwise have been lost.

Outcomes

Smart coordination unlocks big savings

A key to Westfield’s success was aligning funding sources and project timelines. For example, when the Massachusetts School Building Authority (MSBA) provided funds to replace aging steam boilers, Siemens stepped in to upgrade HVAC systems to maximize compatibility and efficiency—stretching every dollar further.

At the 125-year-old City Hall, Siemens installed a new HVAC system, upgraded electrical infrastructure and implemented energy-efficient lighting—all coordinated alongside broader architectural and structural repairs. The result: a better environment for workers and visitors and the preservation of a beloved landmark.

Sustainable impact and long-term maintenance

By prioritizing energy efficiency, Westfield has created a self-sustaining model for infrastructure maintenance. Lower utility costs free up funds for other priorities—allowing maintenance to happen when it’s needed, not deferred.

In the first year alone, the City’s schools saved $300,000 in natural gas costs—significant funds that can now be reinvested in education and facility upkeep.

To protect that investment, Westfield signed a three-year service agreement with Siemens to maintain all newly installed equipment. Siemens also collaborated with the City’s new facilities director to develop a comprehensive, city-wide maintenance plan that ensures systems continue operating at peak performance.

City Hall is magnificent. We’ve increased the comfort level and have seen a huge decrease in the use of utilities. It’s one of the best achievements we’ve had here in the City.
